This is because the developers made it so the game’s brightness variable (which then gets sent to the SNES’ brightness register) only goes up to hex value 0×0A, which would be around 60% brightness. This hack fixes this issue by making that brightness variable go up to hex value 0×0F (100% brightness), allowing the game to display the actual undimmed palettes.
