The mist stone would be a fantastic item to use on pokemon you plan to use for these cups, but the mist stone only works on pokemon over lv 30. Since the mist stone is post E4 I don't think a minimum level cap is even necessary for it, but again, this is only a problem for pika cup and petit cup, not within the game itself. And to expand a little more on this, perhaps after E4 the level cap on trade evolutions using stones to evolve instead be removed. It's a good idea for the first run of the main game to keep things balanced, but after E4 I'd say it's completely unnecessary.</blockquote>
