I think I got this hack on a cartridge, I ordered a Street Fighter II game once from ebay and the seller confused Street Fighter II with Streets of Rage 2 and gave me this instead. It was around 2017 so the date seems to match. It plays pretty good for a character protagonist swap patch although the regional lockout to PAL makes it difficult to circumvent.

And also I uploaded it since I found the ROM on SSega, I extracted it using the browser and also the ROM is just another extractable file to get the binary RAW ROM. I used floating to make the IPS patch of the game and upload in here.
