Hi. I have tested it and can confirm that your mod is compatible with android version. I have just replaced all the corresponding files inside of APK and rebuilt it in APK Editor Studio - installed it on emulator and it works fine (tested on LDPlayer). But there are a lot of things that should be fixed.
First of all, the movies look squashed when played in the game because they are saved in 16:9 aspect ratio with black bars on sides. If you crop the black bars and save it in original 4:3 aspect ratio it should look correct in any version on any device. You have also upscaled them to 1280x720 - I don't understand why. Original video resolution in windows 9x version is 640x480, there is no reason to upscale it.
AN009_SAT.m4v and AN018_SAT.m4v are missing from MoviesWD.zip.
AN004_SAT.mp4 (not m4v) is a leftover that should be removed.
Bromides of Luna, Mia and Jessica still have japanese songs, which are nice, but not supposed to be in the english dub. WD used the following audio tracks for these bromides on PS1 disk: _AUDIO.XA[31].wav for Luna (movies 055 and 065), _AUDIO.XA[42].wav for MIA (movies 056, 057, 058 and 066), _AUDIO.XA[55].wav for Jessica (movies 059, 060 and 061).
Also the korean Windows 9x version contains the opening and the Boat song (movies 000 and 008) with WD english voiceover in a better quality than PS1 version - I would suggest using them.
And one more thing. It is stated in the mod description that SoMoGa’s script mostly sticks to the 1999 release of Lunar: Silver Star Story Complete - this is not true. The script and subtitles are completely different and don't match the WD dub. I think the script was taken from the PSP version along with the dub. So there is not much sense in bringing back one joke by replacing one TEXT.DAT file - ideally all the script should be converted from PS1 version for a full WD localization adaptation. I'm not asking to do it, just wanted to point this out.
